ARTICLE IV
Section 1 - Starting Date
1.1 The first day of practice, first scrimmage and first game is determined by the Section.
Section 2 - Official Rules
2.1 The official rule book shall be the National Federation of State High School Association rule book.
Section 3 - Official Ball
3.1 Any regulation football may be used for league play.
Section 4 - Contacts
4.1 The number of contacts and scrimmages allowed are determined by the Section.

Section 6 - Game Results
6.1 The winning school shall be responsible to notify the media with game results.
Section 7 - Change in Classification
7.1 During non-league games athletes may move from one classification to another.
7.2 In league play a player may move only to a higher classification.
7.3 An athlete may not participate in more than one classification in one day.
Section 8 - Supplemental Game Personnel
8.1 The home school shall provide qualified personnel to operate the game clock and scoreboard.8.1.1 In the event of a game clock failure the official time shall be kept on the field by one of the officials.8.1.2 In the event that the official does not keep the time, a representative of both schools shall work together to keep the time.
8.2 The home school shall provide qualified personnel to operate the down and distance markers at all three levels.
8.3 The home school shall provide a qualified public address announcer for Frosh/Soph and Varsity games.
8.4 At least one member of the visiting school’s administrative staff, not to include the Athletic Director, must be in attendance for the entire varsity game.
8.5 Facilities for both coaching staffs in the press box must be equal.
8.5.1 If coaching facilities are not equal, the visiting team has first choice of which area they will use.
Section 9 - Championship
9.1 The varsity team with the greatest number of wins in league competition shall be designated as League Champion. In the event of a tie, all teams tied for the best record shall be recognized as League Champions.
9.2 No champion will be recognized below the varsity level.
Section 10 - Playoffs
10.1 The number of teams qualifying for participation in the playoff shall be determined by the Section.
10.2 The Section formula will determine tie breakers
Section 11 - Video Taping and Exchange
11.1 Equal press box facilities shall be provided for both schools for video tape personnel. Each school may have no more than two (2) persons in the video tape facility.11.2 Member schools shall electronicly transfer two varsity games or exchange two DVDs.
11.2.1 Sub-varsity games are optional.
11.2.2 The games shall be the games played two and three weeks prior.
11.2.3 If, due to technical problems, both of the games played the last two weeks can not be exchanged, the school with the technical problem will exchange the two most recent games they can, the other school will exchange corresponding games.
11.2.4 Both coaches must agree if there is to be no exchange.11.2.5 If one school fails to make an exchange, they will be required to play the game but will forfeit if the other school files a protest.
Section 12 - Miscellaneous - Activity Specific
12.1 The home team shall be responsible for securing all necessary medical personnel.12.1.1 The home team shall endeavor to have a doctor at the game.
12.1.2 An ambulance must be standing by in the stadium before a varsity game may start.
12.1.3 A medical doctor, nurse, EMT or ambulance must be in attendance before a Frosh/Soph or Freshman game may start.
12.2 Freshman home league games will mirror varsity games.
12.3 The home team shall have the choice of which half the field they will use for pre-game and half time warm-up. The visitors shall be informed prior to entering the field.
12.4 The normal fifteen (15) minute halftime may be extend five (5) minutes at homecoming games. Visiting school must be advised if the halftime will not be extended.
12.5 Pep bands for both schools may participate.
12.6 Pre-game and halftime performances may be done by the home school. Visiting bands, drill teams, pep squads must obtain permission from the host school before they may participate in any activity out of the stands or cheerleader area.
12.7 Visiting schools may not bring sound systems to the stadium without permission from the home team.
12.8 Drill Team and Pep Band members from visiting schools shall not be admitted free.
12.9 Press passes issued by school newspapers or yearbooks shall not be honored.
12.10 The home team shall retain all revenues produced by the game.
Section 13 - All Conference Selection
13.1 The football coordinator shall call a meeting, no later than Tuesday evening following the completion of the league season. Coaches shall be informed of the meeting, time and location at least a week in advance. Notification shall be by phone and/or Email or in writing.
13.2 A ballot shall be taken to name an MVP, Outstanding Offensive Player and Outstanding Defensive Player.
13.2.1 Each school shall have one vote for each.
13.2.2 A school may vote for its own candidate.
13.2.3 Only one player will be selected for each award, any ties in voting must be broken.
13.3 Schools will be awarded positions on the All Conference team in accordance to their finish in League competition. Each school will make their own determination as to who will be placed on the All Conference team from their school.
13.3.1 The number of positions, does not included the three special designation awards, and shall be as follows:

13.4. In the event that there are more than six teams in the league the above table will be modified.
13.5 Each school will receive three honorable mention positions.
13.6 All conference selections shall be forwarded to the league commissioner and sent to the media for release.
13.7 No all conference team shall be selected below the varsity level.
