MINUTES

Minutes of the April meeting as posted on the League Web site were approved.

 

FINANCIAL REPORT

The following schools have submitted their league dues: Rio Linda, Center, Cosumnes Oaks, River City & Foothill

Each of the assignors present gave a brief update about their sport followed by a question and answer period.

OLD BUSINESS

The merits of the League BBQ were discussed. The general consensus was that the meeting prior to the start of the season was valuable. The low attendance was attributed to the event taking place on a Saturday. Future events will be determined by the members on the new schools in the league.

Dixon is scheduled to host the 2nd cross country center meet. Dixon will be contacted to determine if the actually going to be able to host.

 

NEW BUSINESS

The league is committed to pay for a specific head count at the breakfast meetings. There were ten no shows at the August Athletic Board Meeting. In the future individuals are asked to notify the commissioner if they are not going to attend so the league doesn’t have to pay for uneaten breakfasts.

A request to purchase a software program to allow DVDs to be transferred electronically was tabled until more information can be obtained.

Several proposed changes to the Track by-laws were introduced by Matt Winn.

1. The “honest effort” rule will be placed on the agenda for the October Athletic Board meeting.

2. Selection of a host school to direct the League Meet will be made between Cosumnes Oaks and Antelope at the Athletic Board Meeting.

NOTE: One proposal indicated they had vendors prepared to create medals and awards for the meet. The league provides all medals and awards and will not authorize any additional awards.

3. By-law Sections 7.1.1 & 7.2: While these by-laws are in place and are present in all sports, they are not being followed. It was felt that the past practice of not following them should be continued and addressed in the re-write process for the new leagues.

4. By-law 11.1: The Athletic Directors felt this was a legitimate rule which should be enforced. Lack of enforcement is the problem and the track coaches are encouraged to follow the rule and apply the consequences.

5. Bye-law 11.4: The rule is reasonable and implicit. Coaches should follow the rule as written.

6. 12.2.1: The rule is reasonable and implicit. Meet Directors must follow the rule as written.

7. 12.2.2: The rule is reasonable and implicit. Meet Directors must follow the rule as written.

8. 12.2.3: The rule is consistent with the NFHS rule book. The method of entries into league meets and Section Playoff Meets are vastly different, allowing the Section to list alternates. In those meets there is a list of alternates to every race. If a competitor withdraws (to run a relay or just not compete) there is a competitor to take their place, without distorting the heat and lane assignments. This is not true for a league meet where every withdrawal leave an open lanes and leads to very unfair drawings.

9. 12.2.2: The rule is reasonable and implicit. Meet Directors must follow the rule as written.

10. 13.4 The rule is reasonable and implicit. Meet Directors must follow the rule as written. No awards are given below the varsity level in any sport and is an integral part of the Capital Valley Conference philosophy. The Cosumnes Oaks Track coach is welcome to attend an Athletic Board Meeting and express his displeasure with the policy.

11. Two-day Meet: This is not a by-law issue. Coaches should have a discussion which includes an analysis of the number of competitors, amount of time required to complete the trials and how much instructional time will be lost, and make a decision. Typically the Athletic Board is not involved in this matter.

12. Schedule error: This is an inappropriate venue to bring this problem forth. Schedule errors occur from time to time. The proper process for corrections is to present the error to your Athletic Director and have him/her follow established protocol for making the correction.

13. League by-laws specifically require sport by-laws to presented at the January Athletic Board Meeting for a first reading and to be adopted at a second reading at the April Athletic Board Meeting. The become effective the following year. This process can be by passed in an emergency. These changes do not constitute an emergency.
